Paul Wonnacott Visiting Fellow (1994-95), is the Allan Holmes Professor of Economics at Middlebury College. He was previously a member of the Council of Economic Advisers (1991-93), an Economic Adviser to the Under Secretary of State for Economic Affairs, and Professor of Economics at the University of Maryland. He has served on the staff of the Council of Economic Advisers (1968-70), the Federal Reserve Board (1974-75), and the US Treasury (1980). His publications include The United States and Canada: The Quest for Free Trade (1987). Working Papers
