John E. Ray

Headed the Division of Financing and Other Export Questions in the Trade Directorate of the Organization for Economic Cooperation and Development (OECD) from early 1985 until he retired in April 1993. Earlier, he was Assistant US Trade Representative in the Executive Office of the President (1979-85), Director of Trade Policy and Negotiations in the Department of the Treasury (1974-79), and acting head of the US delegation to the Tokyo Round of Multilateral Trade Negotiations in Geneva (1973-74). He is the author of Managing Official Export Credits: The Quest for a Global Regime(1995).
