Jeffrey A. Frankel Jeffrey A. Frankel, visiting fellow (1995–96), is currently Harpel Professor of Capital Formation and Growth at Harvard University's Kennedy School of Government. He was previously a member of the Council of Economic Advisers, Director of the Center for International and Development Economics Research and Professor of Economics at the University of California, Berkeley and is Director for International Finance and Macroeconomics at the National Bureau of Economic Research. He was the Senior International Economist at the Council of Economic Advisers (1983-84) and is author of Regional Trading Blocs in the World Economic System (1997), and coauthor of Does Foreign Exchange Intervention Work?
